I believe so. Pepe has already said he wants CTO play for Chelsea. Sorta in the same vein as Hazard with RM.

I think it was very likely we would have been in for him this summer without the transfer ban.  It almost makes too much sense, we need to freshen up the wingers, he wants to play here, and to boot - the last winger we signed from Lille turned out ok.

I guess my thing is, I just didn’t want him in the PL if it wasn’t with us.  But yes, a shaky defense for Arsenal seems to be everlasting, though they did just sign the kid from ASSE and loaned him back.

He can be one of the many players who go there as a stop gap before his dream move to Stamford Bridge.

They could put Lionel Messi in that squad they still wouldn´t be able to finish in the top 4. Their problems run much deeper than a quick fix that will score goals.
