It's hard to tell by the video but the ball may well have crossed the line.

In a shootout, once the ball is turned away from the goal it is dead.Did Ron Vlaar really miss his penalty yesterday ?

So why did the other one i put up count, did the ref cock it up ?In a shootout, once the ball is turned away from the goal it is dead.
If it was a penalty in regular time it would count as the ball returns to play immediately after a save.
The technicality in interpretation is that it's "saved" when the ball loses/changes momentum. So in your video's case the referee is probably spot on as the ball doesn't lose speed and if you look closely it hasn't even really left the line of the goalkeeper. So why did the other one i put up count, did the ref cock it up ?
"Rules state that the referee must wait for the ball to complete its path but Cakir did not make any attempt to check whether it had indeed crossed the line, presumably because his GoalControl technology would have detected the ball crossing the line."In a shootout, once the ball is turned away from the goal it is dead.
