Who's to say that original goalkeeper wouldnt have done better/just as good? Also if he's such a tactical genius how did he not get them through Costa Rica without penalties (with the referees help of course, Costa Rica should have had 2 penalties.)

Cilessen has never saved a penatly in his career, based on factual evidence rather than what if's I think it's pretty safe to say he would not have done better.
Let's not talk about referees, if any team in the entire competition should feel hard done by in regards to penalties not being given then it's Holland.
